Head of EU Diplomatic and Diplomatic Programme for the Enlargement @College of Europe

Elisa La Gala joined the College of Europe in September 2024 and currently serves as Head of Programmes for both the EU Diplomatic Academy and the EU Diplomatic Programme for the Enlargement Region. She has extensive experience in implementing key priorities of the EU’s Common Foreign and Security Policy. Over the past 20 years, Elisa has been working for EU institutions, intergovernmental and non-profit organisations as both policy officer as well as programme manager in charge of managing and monitoring actions and projects on key priority areas of the EU, including democracy and rule of law and migration. From 2020 to 2024, Elisa has served as Sr policy officer on the EU - Gulf Cooperation Council at the European Union External Action Service. From 2015 to 2020, she worked for the Directorate-General Neighbourhood and Enlargement Negotiations of the European Commission (DG NEAR) as International Cooperation Officer where she designed and managed complex programmes on migration governance and legal migration. Previously, she was notably the Team Leader of the EU-funded Public Administration Facility Libya. Her responsibilities included developing and overseeing technical assistance for key Libyan Institutions such as the High National Election Commission, the Constitutional Assembly, the National Assembly and line Ministries. Elisa holds a master’s in international relations from the Orientale University (Naples). She is fluent in Italian (mother tongue), English and French and she is currently learning Dutch. Outside her work in EU diplomacy, Elisa is dedicated to developing and curating art photography projects.
